Due to the fact that Emmy submissions have risen up over 15% in the past year, the Academy of Television Arts and Sciences has decided to nominate eight shows each in the best drama and comedy series categories. This is one more nomination than that of previous years’ seven nominations.

The Academy will use the following criteria in order to determine the amount of nominees they will put out:

1-19 submissions: A sliding scale between zero to 4 nominations

20-80 submissions: 5 nominations

81-160 submissions: 6 nominations

161-240 submissions: 7 nominations

240 submissions: 8 nominations

With this new criteria, it gets rid of the 2% rule. The 2% rule declared that in categories with five nominees, the fifth and sixth most voted would both be nominated with they were within 2% of one another.
